I have had great success with this method:

2. filter by allegiance: indepedent
3. filter by state: outbreak
4. sort the results by population: high
5. Fly out into “deep space” at that system

Look For: High Grade Emissions

Independent makes it so you don’t get other results in high grade emissions like imperial shielding etc.

Population increases USS that pop up.
